Challenging a DC recycling fine? Any ideas?

Family member was hit with a $200 fine for 2022.4, not having enough recycling bins. Could have stomped things down, to fit everything but there were some things on the ground as someone had recently moved into the building. Does anyone know how to challenge this or whether there are resources about caselaw on this issue? Doing google searches only leads me to the DC regulations, nothing else, as these aren't really sexy, high profile legal issues going on. Thanks for any help..

Not sure if DC courts have a law library that might be helpful, or whether the reasons I could give would have any weight... Someone had recently moved in, they also pick up bottles and stuff left on the sidewalk otherwise they get shattered by teens and the city never cleans it up so there's broken glass all over the sidewalks. If they don't want the residents to pick up litter, then this will surely cause the residents of that building to no longer pick up litter.

According to the DC bar the DC public law library, at the court house isn't open to the public. That's really helpful.

Maybe peruse craigslist for a district law student with library access?

Around here they just don't pick them up of they are overfilled. This is brilliant for city as they are making easy money, just like the fines when you park on street on street cleaning day.
