Best way to follow up with recruiter

Long story short, I have a recruiter who has expressed interest in me for a series of positions, all the same position but in different locations and with rolling deadlines for applications.

Had a phone interview with the recruiter's assistant about three weeks ago. Seemed to go well. Had the assistant laughing so that ought to be a good sign I think. Assistant said that I will probably get an in person interview in about a month (this was three weeks ago).

Have not heard from anyone yet. Emailed the recruiter a thank you email after the interview, and then emailed her a follow up email about one week after the phone interview. She replied right away with something like, "Thank you for following up." Have not heard anything since.

I've talked to colleagues who say that it's a good sign that the recruiter emailed me back at all because it means that she is interested in me and doesn't want me to wander off. At the same time, it's also frustrating that I'm not getting more feedback on potential in-person interviews.

Should I call her or email her again, or should I just chill and wait? At what point does my questioning become annoying or make me sound too eager?

you are already there, they just don't know it yet.

badgering anyone rarely gets you any favors if there is a need they will be in touch.

also, interview with a recruiter is just a filler they have to do to meet their monthly quota of fresh meat for some spreadsheet they can resell. you are putting too much stock in what a recruiter interview implies.
