I'm particularly interested in local government. I do have one year of management experience, but not in government. Any advice would be greatly appreciated.

Yes, it can be done. I have worked in local government for years. I have been a department director as well as a town manager/administrator. The law background can help. You will probably need to start at somewhere lower than city manager to start though.

I have a classmate from law school who became city manager, but he had some connections with the city council. It's possible but MPA is more common.

The best path to that would probably be to get a job as a deputy city attorney (civil side, not the city attorneys who prosecute minor crimes in some municipal court). The city attorney or one of the deputies usually sits right at the dais at city council meetings and thus works closely with counsel members. Then if a gig in the city manager's office opens up, you're well-positioned to throw your hat in the ring.
