Because they don’t want you to leave? It’s possible I could get one from the client who knows my work , but I wouldn’t do that most likely. Are other employers okay with this ?

I think the point is he doesn't want the current employer listed as a contact because he doesn't want the current employer to be contacted.

As in, he's trying to keep the job search under wraps.
